Artificial Intelligence and Diplomacy

Professor Barry O’Sullivan (Insight, CRT-AI and School of Computer Science & IT) attended the Responsible AI in the Military Domain (REAIM) Summit 2023 in support of INHR, a U.S. registered non-profit dedicated to improving access to the United Nations and enhancing the effectiveness of small and mid-sized states and NGOs.

The focus of the engagement was ‘Managing Risks to Develop & Field Safer Military AI Systems’, which Professor O’Sullivan worked with in collaboration with Lt. General Dr. Ravi S. Panwar (India), Dr. Iben Yde (Demark), Lt. General Jack N.T. Shanahan (USA), and Eric Richardson (Geneva).

REAIM was the first ever summit on Responsible Artificial Intelligence in the Military Domain, organised by the Netherlands government. REAIM 2023 offered a platform for all stakeholders to discuss the key opportunities, challenges and risks associated with military applications of AI. The event took place in February at the World Forum in The Hague, the international city of peace and justice.

REAIM 2023 was hosted by the Minister of Foreign Affairs of the Netherlands, Wopke Hoekstra, in close cooperation with the Dutch Ministry of Defence. Participants included foreign ministers and other government delegates, as well as representatives from knowledge institutions, think tanks, industry and civil society organisations.

Together with INHR President Prof. Eric Richardson, Professor O’Sullivan also organised the first ever workshop on Artificial Intelligence and Diplomacy (http://osullivan.ucc.ie/AIDip2023/) during the annual conference of the Association for the Advancement of Artificial Intelligence, on 13 February 2023, in Washington DC. This workshop sponsored by INHR focused on opportunities and challenges of AI in Diplomacy. Experts addressed why the UN may not be the best entity for regulating AI at the international level and how tech experts can support diplomacy with data, crisis management, privacy and other analysis.
