Engagement with the Joint Committee on European Union Affairs
Dr Emmanuelle Schön-Quinlivan, UCC and Professor Gavin Barrett, UCD, were invited before the Joint Oireachtas Committee on European Union Affairs on 3 October to analyse the European Commission’s Task Force’s report on subsidiarity, proportionality and ‘doing more with less’.
Emmanuelle welcomed the clarification offered by the Task Force with regards developing an ‘active subsidiarity’ and particularly a model assessment grid which can be used by all European and sub-European institutions when looking at subsidiarity.
However she regretted the lack of a visionary approach for the Future of Europe given the increasing rise of populist parties across the European Union and the risks it poses to the European project. She argued that time has come to politicize EU policies and recognise the role of sub-European parliaments in the matter.
