Professor David Gwynn Morgan appointed to the Balance in the Criminal Law Expert Review Group


  
The Tanaiste and Minister for Justice, Equality and Law Reform, Mr Michael McDowell TD has appointed Professor David Gwynn Morgan, Faculty of Law, UCC as a member of the Balance in the Criminal Law Expert Review Group. The Expert Group is chaired by Dr Gerard Hogan SC and is commissioned by the Tanaiste to review certain aspects of the criminal justice system with a view to "ensuring that the scales of justice are held evenly between those who would break the law and those who would uphold it, between the accused and the prosecutor and between the criminal, the victim and the community." Matters the Review Group have been asked to consider include the right to silence and the admissibility of character evidence of an accused. The Review Group is operating to a tight schedule and has been asked to report by 1st March, 2007.

Professor David Gwynn Morgan is Professor of Law at University College, Cork. He is the author of several books including The Constitutional Law of Ireland (1992), Separation of Powers in the Irish Constitution (1997), and co-author (with Gerard Hogan) of the third edition of Administrative Law in Ireland. He has also had numerous articles on Irish constitutional law published in international legal journals including the Revue Francaise de Droit Constitutionnel. Professor Morgan was Director of Research with the Law Reform Commission from 1999 to 2002. One of Ireland's leading legal scholars, he is a regular contributor in the media on issues of constitutional and administrative law.
 
Announcing the composition and establishment of the Expert Review Group, the Tanaiste said that "the members represent a solid blend of legal, academic and practical expertise.”
