Honorary Citation by Professor Mark Hutchinson for Paschal Donohoe
President, graduates, visitors, colleagues, ladies and gentlemen,
It is a great honour and privilege to present Paschal Donohoe for the honorary award of Doctor of Economic Science, Honoris Causa.
Throughout his career, Paschal Donohoe has demonstrated an exceptional commitment to economic stewardship, public service and international cooperation. Through his leadership of Ireland's public finances, his stewardship of economic policy during periods of profound change, his presidency of the Eurogroup, he has helped shape decisions across Ireland, Europe and the wider world.
His mother, Caitlín, originally from Roscommon, was one of his strongest supporters and is still known in Dublin Central for her efforts at election time. Caitlin supported Paschal during many demanding moments and was always the first call after a tough interview on Morning Ireland.
Jimmy Donohoe worked for Stena-Sealink and ran a small business renting marquees and tents. Among Paschal's earliest memories are helping his father heft and hoist tents for hire.
It is perhaps an unlikely beginning for someone who would go on to become Minister for Finance, President of the Eurogroup and a senior leader within the World Bank Group, but it introduced Paschal to the importance of hard work and treating people well.
He attended St Declan's CBS in Cabra, where he developed a love of debating and public discussion, interests that would later shape both his academic studies and his career in public life. From there, he won a scholarship to Trinity College Dublin to study Politics and Economics, graduating with a first-class honours degree in 1996.
During his time at Trinity, he served as Secretary of the University Philosophical Society, one of Ireland's most distinguished debating societies. Paschal has an enduring love of books, with frequent Irish Times book reviews.
He has said on many occasions that he could not image life without reading and his case is always packed with books, not just briefing documents.
After graduating, Paschal Donohoe began his professional career with Procter & Gamble in the United Kingdom. His first job was selling truckloads of Pampers to Cash and Carries in Birmingham and Essex. Time in commercial life provided him with a grounding in business leadership before he entered public life.
In the early 2000s, he returned to Ireland with his wife, Justine. They made their home in Phibsborough where they raised their two children, Oscar and Lucy.
Following his return, he entered political life, serving on Dublin City Council and in Seanad Eireann before being elected to Dáil Éireann. He quickly established a reputation as a thoughtful and diligent parliamentarian with a particular interest in economic policy and Ireland's place within Europe.
He was elected to represent the communities of Dublin Central on four occasions. Paschal will always be grateful for the support and generosity of his constituents.
In 2013, he was appointed Minister of State for European Affairs. At a time when Ireland was emerging from one of the most difficult periods in its modern economic history, he played an important role in strengthening Ireland's engagement with European institutions and advancing the country's interests within the European Union.
The following year he joined Cabinet as Minister for Transport, Tourism and Sport. In this role he oversaw key national infrastructure and transport policies while supporting sectors central to Ireland's economic development and international connectivity.
In May 2016, Paschal Donohoe was appointed Minister for Public Expenditure and Reform. This was a pivotal period in Ireland's economic recovery. Entrusted with responsibility for managing public spending, he guided the State through the complex process of unwinding many of the emergency measures introduced during the financial crisis while steadily improving our public finances.
In June 2017, he was appointed Minister for Finance, a position that would place him at the centre of Ireland's economic policymaking during a period of significant opportunity and challenge.
Across this time Paschal negotiated and delivered ten consecutive budgets. He led the economic response to Brexit, was responsible for the policies that supported jobs and income during the Covid pandemic, led Ireland through pivotal corporate tax negotiations and set up the first ‘rainy day fund’ for Ireland.
His leadership extended far beyond Ireland. In July 2020, at a time of unprecedented economic uncertainty arising from the global pandemic, Paschal Donohoe was elected President of the Eurogroup, the body responsible for coordinating economic policy among the countries of the Eurozone. This
was one of the most significant international appointments ever secured by an Irish public servant.
As President of the Eurogroup, he was entrusted with helping to build consensus among member states facing extraordinary economic challenges. Through careful diplomacy, sound judgement and a commitment to cooperation, he played an important role in facilitating agreement on policies designed to protect economic stability, employment and growth across the Eurozone.
His success in this role was recognised by his peers through his re-election to a second and third term.
Following the 2024 General Election, he again assumed the office of Minister for Finance before stepping down from government service in 2025 to accept one of the most senior appointments in international economic governance. Upon his resignation, Paschal had served four Taoisigh and has been a member of four Governments for our country.
In November 2025, Paschal Donohoe was appointed Managing Director and Chief Knowledge Officer of the World Bank Group. This position places him within the senior leadership of one of the world's foremost institutions dedicated to economic development, poverty reduction and sustainable growth.
Throughout his career, Paschal Donohoe has consistently demonstrated that effective economic leadership requires more than technical expertise. It requires integrity, the ability to build trust, a willingness to listen, and the capacity to find common ground in complex and challenging circumstances.
Beyond his professional accomplishments, Paschal Donohoe is known for his lifelong commitment to learning and ideas. As noted earlier he is a regular contributor to public discourse through his book reviews for The Irish Times. These articles reveal a thoughtful engagement with ideas. He was recently awarded the Presidents Medal by the Library Assocation of Ireland for his services to reading and libraries.
They offer insight into a public servant who values scholarship and informed debate, and who understands that effective economic leadership benefits from perspectives drawn from history, culture and the humanities as well as economics.
Paschal wants to thank Justine, Lucy, Oscar, his brother Ronan and his late parents for their incredible support and love. It is his belief that the achievements recognised today are due to them.
For students of economics, business, public policy and international affairs, his career offers a compelling example of how economic knowledge can be applied in service of society. From shaping national budgets and guiding fiscal policy, to building consensus among European nations and contributing to global development, he has demonstrated the profound impact that thoughtful economic leadership can have on people's lives.
