New Director and Deputy Director of CCJHR Announced.

The CCJHR is pleased to announce the appointment of Dr Samantha Morgan-Williams as new Director and Dr Luke Noonan as Deputy Director of the CCJHR. 

 

Dr Samantha Morgan-Williams

Samantha takes over from Dr Dug Cubie as Director. Speaking on her new role, Samantha thanked Dug and Fiona for their excellent leadership of the CCJHR over the last few years and noted that she was excited to get started. 

About Samantha:

Dr Samantha Morgan-Williams BCL (2012), LLM (2013) PGCert (2019) PhD (2021), PGDip (2022) MA TLHE (2023) is a graduate of University College Cork. She joined the School of Law as a Lecturer in 2022 having completed her postdoc at the Traveller Equality & Justice Project, Centre for Criminal Justice & Human Rights, UCC. Samantha's research interests lie within human rights, accommodation rights, housing law and European human rights law, specifically interpretation of the ECHR and the role of the European Court of Human Rights in times of economic crisis. Samantha is also interested in the intersection between law and criminology, specifically criminal justice and cultural rights and denialism and 'othering' of rights holders. She is currently Director of the LLM International Human Rights & Public Policy. 

Her work has been funded by the Irish Research Council, the National Forum for the Enhancement of Teaching and Learning in Higher Education (SATLHE) and the UNIC Early Researcher Seed Fund. Samantha has also collaborated with Dr Fiona Donson on projects funded by the Irish Research Council (New Foundations), European Commission Rights Equality and Citizenship Award and other internal grants including the College of Business and Law, Learning and Teaching Grant 2023.

Dr Luke Noonan

 

About Luke:

Dr Luke Noonan, LLB (Hons) (2009), LLM (2019), PhD (2024)  is a graduate of Griffith College Cork and University College Cork. His doctoral research was funded by the Irish Research Council and supervised by Dr Catherine O’Sullivan and Dr Darius Whelan. He joined the School of Law, University College Cork as a Lecturer in Law in September 2023, and was previously Assistant Professor in Criminal Law at Dublin City University.

Luke has been the Co-Director of the Irish Legal Information Initiative since 2020.

Luke's doctoral research was titled "Reforming Mental Condition Defences and Procedures in the Criminal Justice System in light of the Convention on the Rights of Persons with Disabilities".

His research interests lie primarily in the areas of criminal law, criminal justice, law of evidence, human rights and mental health law.
