Mapping the policy & regulation landscape in Ireland on Climate Change
This report maps Ireland’s environmental policy and regulatory landscape, focusing on the governance and implementation of the Climate Action Plan and the Climate Action and Low Carbon Development (Amendment) Act 2021. It examines the cultural, social, political and economic factors shaping climate policy, including Ireland’s EU membership, agricultural emissions, energy insecurity, fossil-fuel interests and the challenges of decarbonising an island energy system. The report identifies a strong emphasis on technical solutions, while highlighting the limited attention given to socio-cultural responses and public participation. It also considers how demographic characteristics, social values and Ireland’s political system influence public engagement with climate policy.

Abstract
This report explains how climate and environmental policies are developed and implemented in Ireland, and how they affect—and are affected by—public attitudes and values. It explores the role of government, the European Union, agriculture, energy security, economic interests and lobbying in shaping climate action. The report also examines why reducing emissions can be particularly challenging for Ireland, especially in agriculture and energy. While current policy focuses mainly on technical solutions, the report highlights the importance of public participation, social values and local communities in creating effective and widely supported climate action.
