Aims & Objectives
Key objectives
- Develop and test a national methodology for ex-post quantification of emissions reductions attributable to specific climate policy interventions in Ireland.
- Construct a coherent suite of ex-post indicators grounded in empirical data, including GHG inventories, activity statistics and monitoring records.
- Use decomposition analysis to distinguish the relative contributions of economic activity, intensity and structural effects to observed emissions trends.
- Use LEAP Ireland to simulate counterfactual scenarios and compare these with observed data to estimate policy-attributable emissions savings.
- Assess coherence and conflict between overlapping policy measures, including potential blind spots or misalignments in Climate Action Plan delivery.
- Co-design a user-friendly dissemination platform with key government stakeholders to improve institutional capacity and knowledge transfer.
