Introduction

Irish Human Rights and Equality Commission (IHREC)

IHREC is an  independent public body in Ireland established to protect and promote human rights and equality.
Key Functions and Mandate:
  • Promote and Protect Rights: IHREC encourages respect for human rights, equality, and intercultural understanding across the state.
  • Legal Powers: The Commission can provide practical, including legal, assistance to people defending their rights, and can intervene in legal cases as an amicus curiae (friend of the court) on issues of human rights and equality.
  • Policy Review: It works at the policy level to review the effectiveness of human rights and equality law and practice within the State and public bodies.
  • Monitoring Body: IHREC is Ireland's designated independent monitoring mechanism for the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD).
  • Accountability: Although publicly funded, it operates independently and is accountable directly to the Oireachtas (Irish parliament). 
The Commission works to eliminate discrimination on the nine protected grounds in Ireland.
