Introduction
All public bodies in Ireland must adhere to the Public Sector Equality and Human Rights Duty, a legal obligation under the Irish Human Rights and Equality Commission Act 2014 (Section 42) to eliminate discrimination, promote equality, and protect human rights in all functions, serving staff, users, and beneficiaries. This involves assessing relevant issues, creating plans and policies to address them, and reporting progress, supported by guidance from the Irish Human Rights and Equality Commissioner.
Higher Level Institutions are additionally bound by sectoral frameworks and legislation, such as the Higher Education Authority (HEA) Act 2022, that empowers authorities such as the HEA (Higher Education Authority) to oversee governance and performance of Universities and Colleges.
Authorities and institutions such as the HEA, Irish Human Rights and Equality Commission (IHREC), National Disability Authority, and the Department of Further and Higher Education, Research, Innovation, and Science (DFHERIS), tasked with guiding and supervising compliance in areas such as human rights, diversity, inclusion, equality, the prevention of sexual violence and harassment, and anti-racism continue to develop guides and resources.
