Tá mé an-shásta fáilte a chur roimh an bhfoilseachán seo a léiríonn polasaí Choláiste na hOllscoile, Corcaigh i leith na Gaeilge. Tá cur chun cinn na teanga Gaeilge ina chuid tábhachtach de ról na hOllscoile seo le fada an lá. Is tábhachtaí anois é ná riamh i gcomhthéacs chraobhscaoileadh ár n-oidhreachta cultúrtha ar fuaid Aontas na hEorpa. Guím gach rath ar Bhord na Gaeilge ina chuid iarrachtaí chun gach gné de chultúr agus de theanga na hÉireann a chur chun cinn.

Cur chun cinn na Gaeilge i Saol na hOllscoile

Dheimhnigh an Coiste Rialaithe sa bhliain 1996 gurb é an doiciméad polasaí “Cur chun cinn na Gaeilge i Saol na hOllscoile” a chuireann in iúl polasaí oifigiúil na hOllscoile i leith na Gaeilge. Ina dhiaidh sin, dhein Bord na Gaeilge, coiste staitiúideach de chuid na hOllscoile, athbhreithniú agus leasú ar an bpolasaí. Ghlac an Coiste Rialaithe le leagan leasaithe den pholasaí oifigiúil ar an 10 Feabhra 2009.

PRIONSABAIL GHINEARÁLTA

Glacann formhór de mhuintir na tíre seo le dátheangachas agus is cuid de shaol na hÉireann, a bheag nó a mhór, an Ghaeilge agus an Béarla sa lá atá inniu ann. Ba chóir d'Institiúid Ollscoile, atá ag tabhairt oideachais do mhic léinn le bheith páirteach i saol na tíre agus chun bheith ina dtreoraithe pobail, gach a bhfuil ar a cumas a dhéanamh lena céimithe a chur i gcóir don chúram sin. Tá sé ráite i bhFéilire na hOllscoile gur mian leis na hÚdaráis "go gcuirfí an Ghaeilge chun cinn i ngnáthshaol na hOllscoile i measc na foirne agus i measc na mac léinn". Is léir cuid mhaith de dhea-thoil a bheith i measc na foirne agus na mac léinn agus cuid dá bhuíochas sin ar scéimeanna atá curtha sa siúl cheana féin faoi choimirce An Choiste Rialaithe. Is mian le Bord na Gaeilge dul chun cinn a dhéanamh ar an mbonn sin agus neartú leis le cúnamh na reachtaíochta nua teanga sa tír agus i bhfianaise sheasamh nua na Gaeilge san Aontas Eorpach. Is í an aidhm atá leis na moltaí atá á ndéanamh againn ná go leathnófaí ar na gníomhaíochtaí atá curtha ar siúl cheana agus a réitíonn le Staitiúid K faoin a riartar Bord na Gaeilge. Tagann siad faoi hocht gcinnteideal agus baineann siad le dhá chomhthéacs (1) inmheánach, (2) seachtrach.

INMHEÁNACH

1 OILIÚINT PHRAITICIÚIL
1.1 Foireann na hOllscoile
1.1.1 Eagrófar seimineáir agus cúrsaí i nDún Chíomháin don fhoireann agus dá bpáirtithe chun oiliúint teanga a chur orthu agus chun iad a thabhairt isteach ar thimpeallacht ina mbíonn an Ghaeilge mar ghnáth-theanga labhartha.
1.1.2 Cuirfear leis na cúrsaí sa Ghaeilge Labhartha a bhíonn ar siúl faoi láthair in Ionad na Gaeilge Labhartha agus féadfaidh páirtithe na foirne leas a bhaint astu.
1.1.3 Déanfar soláthar faoi leith trí chúrsaí ollscoile agus/nó cónaí i nDún Chíomháin don fhoireann acadúil atá ag teagasc i gcúrsaí lánGhaeilge agus dá gclann leis.
1.1.4 Beidh, de réir théarmaí atá leagtha síos ag Bord na Gaeilge, fáil ar Dhún Chíomháin ar feadh gearrthréimhsí ag gach aon duine den fhoireann agus a gclann ar mian leo feabhas a chur ar a gcuid Gaeilge. Nuair a bheidh roghnú á dhéanamh ar rannpháirtithe ón bhfoireann do na cúrsaí i nDún Chíomháin, is cóir, de ghnáth, tús áite a thabhairt do dhaoine a mbeidh cúrsaí in Ionad na Gaeilge Labhartha déanta acu.
1.1.5 Déanfar cúram d'fhorbairt foirne Ionad na Gaeilge Labhartha ar mhaithe le ardchaighdeán gairmiúil a bhaint amach in obair an Ionaid fhéin agus ar mhaithe le forálacha feabhais na hollscoile a chur i gcrích.
1.1.6 As seo amach déanfar cúrsaí Gaeilge a thairiscint, do bhaill foirne nuacheaptha, mar chuid dá n-oiliúint bhliana.
1.1.7 Cuirfear cúrsaí ar fáil a bheadh dírithe ar fhoghlaimeoirí a mbeadh spéis acu i sainréimsí teanga áirithe nó i scileanna gairmiúla a shealbhú trí mheán na Gaeilge (e.g. scileanna oifige, eagraithe, ríomhaireachta).
1.2 Mic Léinn
1.2.1 Déanfar forbairt agus éagsúlacht a chur ar chúrsaí Ionad na Gaeilge Labhartha i dtreo go ndéanfar freastal
  1. ar thosaitheoirí, mic léinn a mbeadh gnáthábaltacht sa Ghaeilge acu, agus mic léinn faoi leith, a d'fhéadfadh, dá bhfaighidís oiliúint chuí, bheith an-oilte ar an nGaeilge Labhartha,
  2. ar mhic léinn a mbeadh spéis acu i scileanna gairmiúla a shealbhú trí mheán na Gaeilge (scileanna oifige, ríomhaireachta, eagraithe, craoltóireachta, daonna &rl.).
1.2.2 Déanfar neartú ar scéim na scoláireachtaí Gaeltachta agus leanfar den éagsúlacht sa scéim. Cuirtear ar fáil scoláireachtaí seachtaine, coicíse agus scoláireachtaí ceithre seachtaine do mhic léinn faoi leith agus d’iarchéimithe a bheadh i ngar do bheith an-oilte agus an-líofa sa Ghaeilge Labhartha.
1.2.3 Cuirfear cúrsaí ar fáil i nDún Chíomháin do ghrúpaí ar leith de mhic léinn (ó Roinn/Ionad amháin nuair is indéanta é) a bhféadfar a bheith ag súil go mbeidís ag teagmháil le chéile go minic i ngnáthshaol na hOllscoile.
1.2.4 Cuirfear cúrsa faoi leith ar fáil in Ionad na Gaeilge Labhartha do mhic léinn i gcúrsa an Dioplóma Iarchéime in Oideachas (DIO) ar mhaithe le caighdeán na Gaeilge Labhartha i múinteoireacht scoile a fheabhsú. Beidh an cúrsa seo dírithe leis ar scrúdú an Teastas Gaeilge do Mhúinteoirí Iarbhunscoile.
1.2.5 Déanfar soláthar ar leith do chúrsaí i nDún Chíomháin do mhic léinn na Ranna Gaeilge agus do mhic léinn an Léinn Dúchais.
1.2.6 Beidh fáil ar na háiseanna i nDún Chíomháin, nuair is indéanta é ag aon mhic léinn eile san Ollscoil a mbeidh fonn orthu feabhas a chur ar a gcuid Gaeilge. De ghnáth, áfach, beifear ag súil go mbeadh na mic léinn sin tar éis tréimhse a chaitheamh i dteach muintire sa Ghaeltacht roimhe sin.
1.3 Grúpaí Aosaitheach lasmuigh den Ollscoil
1.3.1 Leanfar de chúrsaí Ionad na Gaeilge Labhartha d'foghlaimeoirí aosaitheacha agus leathnófar orthu, más féidir (e.g. cúrsaí sainchuspóra, cúrsaí do ghrúpaí ó ionaid oibre ar leith).
1.3.2 Cuirfear cúrsaí intseirbhíse ar fáil do mhúinteoirí Gaeilge le comhoibriú ó Roinn Oideachais an Rialtais nó ó aon ghníomhaireacht rialtais eile, dála Fhoras na Gaeilge.
1.3.3 Leanfar de na socrúcháin atá i bhfeidhm cheana i nDún Chíomháin do na haosaithigh a dhein cúrsaí in Ionad na Gaeilge Labhartha.
1.3.4 Cuirfear san áireamh go gceadófar do bhaill institiúidí acadúla eile nó do ghrúpaí cultúrtha lasmuigh den Ollscoil úsáid a bhaint as Dún Chíomháin, nuair nach gcuireann sé sin isteach ar aon socruithe a bhainfidh le húsáid na háite ag grúpaí ón Ollscoil.
1.3.5 Leanfar de Scéim na Scol atá faoi scáth Bhord na Gaeilge.
2. CÚRSAÍ ACADÚLA AGUS IMEACHTAÍ TRÍ GHAEILGE
2.1 Tacófar le cláir léinn atá curtha ar fáil go hiomlán as Gaeilge e.g. An Léann Dúchais, An Ghaeilge Fheidhmeach, An Ríomhaireacht
2.2 Rachaidh An Bord i gcomhairle le Roinn an Oideachais san Ollscoil agus le ranna cuí eile féachaint an mbeadh sé indéanta (a) cúrsa substaintiúil a chur sa siúl, (b) cúrsa acadúil a chur ar fáil in oiliúint mhúinteoirí sa Ghaeilge.
2.3 Rachaidh An Bord i gcomhairle le Roinn an Oideachais san Ollscoil féachaint cad iad na codanna den chúrsa DIO (ATO) a d'fhéadfaí a dhéanamh trí Ghaeilge.
2.4 Tacófar le cláir acadúla trí Ghaeilge de réir mar is cuí e.g. An Chéim BCL Dlí agus Gaeilge, agus le cláir nua a bheadh á bpleanáil e.g. Teastas san Iriseoireacht.
2.5 Rachaidh An Bord i gcomhairle le Cló Ollscoile Chorcaí féachaint cad a d'fhéadfaidís a chur sa siúl maidir le foilsiú i nGaeilge.
2.6 Rachaidh An Bord i gcomhairle leis an Lárionad Teanga agus le haon ionad eile sa Choláiste maidir le cur chun cinn na Gaeilge Labhartha.
2.7 Leanfaidh An Bord le léachtaí agus le seimineáir faoi leith a sholáthar a chothódh eolas ar fhadhbanna cultúrtha agus teanga a bhaineann le staid na Gaeilge.
2.8 Go n-aithneofaí agus go n-úsáidfí an Ghaeilge mar chuid de chláir pleanála acadúla, in irisí/reiviúnna acadúla na hollscoile srl.
3. OLLSCOLAÍOCHT GHAEILGE SA GHAELTACHT
3.1 Go ndéanfaí cláir teanga, scéimeanna agus gníomhaíochtaí Gaeilge a thairiscint ag na leibhéil chuí sa Ghaeltacht i gcomhthéacs Institiúid na hOllscolaíochta Gaeilge.
3.2 Bunófar agus forbrófar ionaid ollscoile sa Ghaeltacht faoi scáth na hInstitiúide agus loirgeofar na hacmhainní cuí chuige sin.
4. I nDÁIL LE TIMPEALLACHT DÁTHEANGACH
4.1 Eagrófar imeachtaí sóisialta, gur gnáthach Gaeilge a labhairt iontu, don fhoireann agus do mhic léinn (imeachtaí a bhféadfaí cuireadh a thabhairt d'oifigigh agus do riarthóirí na hOllscoile teacht go dtí ceann díobh, ar a laghad). Mar ghnás, féadfar na himeachtaí seo a eagrú ar bhonn roinne nó ar bhonn grúpaí atá ann cheana.
4.2 As seo amach coimeádfaidh Oifig na bhFoirgintí/nEastát an prionsabal os comhair a n-aigne go mba chóir ranna a dheineann cuid nó iomlán a gcuid oibre trí Ghaeilge a shuíomh ar chóngar a chéile i dtreo go mbeadh timpeallacht nádúrtha dátheangach san Ollscoil agus go mbeadh an Seomra Caidrimh ar fáil do na ranna seo agus do lucht labhartha na Gaeilge san Ollscoil.
4.3 Leanfar den neartú ar scéim an Ionaid Chónaithe Gaeilge, Áras Uí Thuama i gcomhairle le Iostas Champas COC Tta.
4.4 Leanfar de scéim bhliantúil Ghradam na Gaeilge dóibh siúd i measc na mac léinn is mó a thugann faoi thionscnaimh fiúntacha le húsáid na Gaeilge Labhartha a leathnú i saol na hOllscoile.
4.5 Rachfar i gcomhairle le Aontas na Mac Léinn agus leis an gCuallacht féachaint conas a d'fhéadfaí cabhrú leo i dtionscnaimh faoi leith (e.g. Seachtain na Gaeilge/Spraoi Cois Laoi).
SEACHTRACH
5. AN tÚDARÁS UM ARD-OIDEACHAS
5.1 Cuirfidh Bord na Gaeilge tuairisc bhliantúil ar fáil don Choiste Rialaithe agus ina dhiaidh sin don Údarás um Ard-Oideachas ina mbeidh trácht ar an dul chun cinn a deineadh sna réimsí polasaí thuasluaite. Moltar go gcuirfí cruinniú bliantúil ar siúl idir ionadaithe an Bhoird agus ionadaithe an Údaráis.
5.2 Iarrann an Bord go láidir ar an Údarás um Ard-Oideachas polasaí cuimsitheach i leith na Gaeilge in Institiúidí Oideachais Tríú Leibhéal a chur ar fáil.

Iarrann an Bord ar an Údarás polasaí a leagadh síos a bhainfeadh le ceist na hOllscolaíochta trí Ghaeilge san ollscoil agus sa Ghaeltacht.

Go léireofaí go speisialta sa pholasaí cad é an chabhair airgid a chuirfeadh an tÚdarás ar fáil do na hInstitiúidí Oideachais faoina chúram maidir le cúrsaí acadúla a bheith á múineadh trí Ghaeilge. Go gcuirfí le líon na scoláireachtaí/ndeontas ab fhéidir a sholáthar do mhic léinn a thógfadh na cúrsaí sin.

Iarrann an Bord ar an Údarás glacadh le clár oibre chun an polasaí iomlán a chur i bhfeidhm.

5.3 Déanfaidh an Bord comhoibriú leanúnach leis an ÚAO ar mhaithe le cuspóirí an Údaráis i leith na Gaeilge a thabhairt i gcrích. (cf. Development of the Irish Language, An Páipéar Bán Oideachais, 1995.)
6. OLLSCOIL NA hÉIREANN
6.1 Go leanfaí den riail de chuid Ollscoil na hÉireann maidir le máithreánach sa Ghaeilge a bheith ina riachtanas iontrála agus go n-iarrfaí ar Rialtas na hÉireann an tacaíocht chuí ina leith seo a chur ar fáil.
6.2 Go ndéanfadh Bord na Gaeilge comhoibriú leanúnach le Institiúidí Oideachais Tríú Leibhéal eile agus go háirithe le Institiúidí de chuid Ollscoil na hÉireann ar mhaithe le cur chun cinn na Gaeilge.
7. REACHTAÍOCHT TEANGA IN ÉIRINN
Nóta : Tá forálacha i leith chur chun cinn na teanga ar fáil in Acht na nOllscol agus in Acht na dTeangacha Oifigiúla. Cuireann siad seo dualgas foirmiúil ar ollscoil tacú leis an nGaeilge agus scéim teanga institiúidiúil a chur ar bun.
7.1 Cuirfear an Ghaeilge chun cinn ar bhonn dlithiúil san Ollscoil agus in Éirinn faoi réir ag airteagal 8 de Bhunreacht na hÉireann (1937), ag Acht na nOllscol (1997), ag Comhaontú Bhéal Feirste (1998) agus ag Acht na dTeangacha Oifigiúla (2003).
7.2 Go mbeadh fógraí poiblí dátheangach, de ghnáth; ba chóir polasaí mionchruinn ina leith seo a oibriú amach de réir Scéim Teanga COC agus Acht na dTeangacha Oifigiúla. Go leanfaí den pholasaí atá ann i láthair na huaire go soláthraítear gach stáiseanóireacht san Ollscoil le mírchinn dátheangacha. Ba chóir dul i gcomhairle leis na hOifigigh/Bainisteoirí lena mbaineann an scéal maidir le cur i bhfeidhm na scéime teanga a chuimsíonn na míreanna seo leanas :
  1. áiseanna a chur ar fáil i dtreo go bhféadfadh mic léinn clárú trí Ghaeilge,
  2. riar foirmeacha riaracháin Ollscoile dátheangacha a chur ar fáil,
  3. cuid chuí d'fhógraí agus de cháipéisíocht oifigiúla na hOllscoile a bheith as Gaeilge,
  4. an bhéim a bheith i gcónaí ar chruinneas teanga.
7.3 Rachfar faoi réir ag forálacha na scéime teanga, i gcomhairle leis na hoifigigh lena mbaineann an scéal san Ollscoil, leis an gcuspóir go réiteofar an bóthar chun an Ghaeilge a úsáid go nádúrtha in ionaid faoi leith de ghnó na hOllscoile (mar shampla - An Leabharlann, Oifig an Chláraitheora, An Malartán Teileafóin, Oifig na bhFiosrúchán).
7.4 Tógfar ceann go leanúnach de chomhthéacs na pleanála náisiúnta teanga agus go háirithe na spriocanna a bheidh i gceist le plean fiche bliain Rialtas na hÉireann.
8. AONTAS NA hEORPA
Nóta : Tá stádas oifigiúil ag an nGaeilge san Aontas Eorpach ó mhí Eanáir 2007 i leith. Cuireann sé seo go mór le tábhacht na Gaeilge mar theanga ghairmiúil oibre agus mar acmhainn oideachais ar bhonn idirnáisiúnta.
8.1 Tacófar leis na cúrsaí “ab initio” agus leis na cúrsaí oíche d’eachtrannaigh.
8.2 Leanfar de scéim mhalartaithe foirne teagaisc Ghaeilge idir COC agus ollscoileanna áirithe eile an Aontais.
8.3 Forbrófar clár oibre an aonad aistriúcháin agus an clár léinn san aistriúchán Gaeilge i bhfianaise stádas oifigiúil a bheith ag an teanga in obair laethúil an Aontais Eorpaigh.

Nóta : Bunaíonn Staitiúd K de chuid na hollscoile, Bord na Gaeilge agus cuireann de dhualgas reachtúil air an Ghaeilge a neartú agus a chur chun cinn san ollscoil. Tá cóip de Staitiúd K, Caibidil I á cur ar fáil anseo thíos.

    CAIBIDIL I
    Bord na Gaeilge

    1. Bunóidh an Ollscoil Bord na Gaeilge (“An Bord”).
    2. Is iad na dualgais a bheidh ar an mBord :
      1. Moltaí a dhéanamh don Choiste Rialaithe maidir le soláthar cúrsaí a chuimsíonn teagasc trí Ghaeilge as a dtiocfaidh céimeanna ollscoile agus gradaim eile de chuid na hOllscoile, in ábhair nó i ndisciplíní a soláthraítear teagasc dá leithéid trí mheán an Bhéarla.
      2. Moltaí a dhéanamh don Choiste Rialaithe maidir le bunú cúrsaí teagaisc trí mheán na Gaeilge a bhunú i réimsí nó i ndisciplíní nach bhfuil cúrsaí á soláthar trí mheán an Bhéarla.
      3. Moltaí a dhéanamh don Choiste Rialaithe maidir le soláthar foirne leis an oiliúint chuí a bheidh in ann na cúrsaí seo a chur ar siúl agus a mhúineadh trí mheán na Gaeilge.
      4. Moltaí a dhéanamh don Choiste Rialaithe maidir le leathnú agus feabhsú úsáid na Gaeilge san Ollscoil i gcoittinne

        Tráchtaireacht : Is ionann na téarmaí tagartha seo agus na buntéarmaí tagartha a leagadh síos don Bhord i Staitiúid 95 i 1973

    3. Tuairisceoidh An Bord don Choiste Rialaithe agus seolfaidh sé tuairisc scríofa chuig an gCoiste Rialaithe ar bhonn bliantúil ar a laghad. Breathnóid an Coiste Rialaithe tuairimí na Comhairle Acadúla ar thograí uile de chuid An Bhoird.
    4. Is iad baill An Bhoird :
      1. An tUachtarán nó a (h)ainmní;
      2. An Cláraitheoir nó a (h)ainmní;
      3. gach sealbhóir ollúnachta sa Ghaeilge faoi pé teideal atá acu;
      4. Oifigeach na Gaeilge ar Aontas na Mac Léinn de chuid na hOllscoile;
      5. Beirt bhall tofa ag an gCoiste Rialaithe;
      6. Beirt bhall tofa ag an gComhairle Acadúil;
      7. Ionadaí amháin tofa ag na Coláistí seo :
        1. Ealaíona, Léann Ceilteach agus Eolaíochtaí Sóisialta;
        2. Gnó agus Dlí
        3. Leigheas agus Sláinte;
        4. Eolaíocht, Innealtóireacht agus Eolaíocht Bhia;
      8. Comhthoghfaidh baill ó chatagóirí (a) go (g) beirt bhall ar a mhéid.

        Beidh na baill i gcatagóirí (a), (b), (c) agus (d) ina mbaill ex officio den Bhord.

        Tráchtaireacht : D’athraigh Staitiúid 140 agus Staitiúid D ballraíocht an Bhoird cheana. Cuireadh na hathruithe seo sa tsiúl mar thoradh ar na hathruithe sna Cathaoireacha sa Ghaeilge agus ina dteidil agus sa Staitiúid [D] is déanaí chun cur go mór le líon na mball comhthofa.

    5. Trí mheán na Gaeilge a phléifear imeachtaí de chuid An Bhoird. Beidh na tuairiscí don Choiste Rialaithe agus don Chomhairle Acadúil as Gaeilge agus as Béarla.

      Tráchtaireacht : Tá sé i gceist go mbeidh gnó An Bhoird ar siúl trí mheán na Gaeilge, plé, miontuairiscí srl. san áireamh. Beidh tuairiscí don Choiste Rialaithe agus don Chomhairle Acadúil sa dá theanga.

    6. Bunóidh An Bord an méid cuí fochoistí a mheasann sé a bheith riachtanach chun na téarmaí tagartha atá leagtha amach anseo a chomhlíonadh.

      Tráchtaireacht : Tá gá leis an bhforáil seo chun cead a thabhairt don Bhord fo-choistí a bhunú chun tionscadail na tionscnaimh áirithe a fhorbairt, mar shampla, Institiúid na hOllscolaíochta Gaeilge.

    7. Beidh téarma oifige na mball tofa ar an mBord comhaimseartha agus críochnóidh sé ag an am céanna le téarma Oifige an Choiste Rialaithe.

      Tráchtaireacht : Sainíodh tréimhse trí bliana roimhe seo sa Staitiúid.

    8. Staitiúid 95, Caibidil i, de chuid Choláiste na hOllscoile Corcaigh, atá leasaithe cheana féin, leasaithe mar seo leanas :
      1. Trí scrios Mhíreanna 1 go 6.

      Tráchtaireacht : Tá na forálacha de Staitiúid 95, Caibidil 1, ranna 1 – 6 le feiceáil san athdhréacht seo chomh maith leis na hathruithe is gá chun ballraíocht, téarma oifige srl. a thabhairt cothrom le dáta.

        I am very pleased to welcome this publication outlining UCC policy in relation to the Irish language. The promotion of Irish is a long-standing and important element in the University’s role. It has become even more important now in the context of disseminating our cultural inheritance throughout the European Union. I wish Bord na Gaeilge every success in their efforts to promote all aspects of Irish culture and language.

        The Advancement of Irish in University College, Cork

        The Governing Body confirmed in 1996, that the policy document "The Advancement of Irish in University College Cork" represents official University policy with regard to the Irish Language. This document was subsequently revised by Bord na Gaeilge which is a statutory committee of the University. The amended policy document was approved by Governing Body on 10th February 2009.

        GENERAL PRINCIPLES

        Bilingualism is an acceptable concept to most Irish people, and to some extent both Irish and English are part of the fabric of modern Irish society. A University Institution , which is educating its students to take part in and to be leaders of that society, should take whatever positive actions open to it to educate its graduates for this role. The University Calendar states that it is the wish of the authorities "to promote Irish in the everyday life of the University among staff and students". It is evident that, due in some part to schemes already begun under the auspices of the Governing Body, a considerable amount of goodwill already exists among staff and students. Bord na Gaeilge wishes to build upon this existing goodwill, and to strengthen it with the help of new language legislation in the country and in the light of the new status of Irish in the European Union. The proposals we make are designed to expand the activities already in place and are in line with Statute K under which Bord na Gaeilge operates. They fall under eight headings and they relate to two contexts (1) internal, (2) external.

        INTERNAL
        1. Practical Training in Spoken Irish for staff and students who wish to avail of it, and (as a facet of the University’s educational services to the community) for groups of adults outside the University.
        2. Academic Courses and Activities through Irish
        3. Irish medium University Education in the Gaeltacht
        4. Environment: An environment providing occasions in the life and work of the University in which Irish can naturally be used.
        EXTERNAL

        6. The National University of Ireland

        INTERNAL


        1.       PRACTICAL TRAINING
        1.1 University Staff
        1.1.1 Seminars and courses will be organised in Dún Chíomháin for staff and their partners combining language training with an introduction to the Irish speaking milieu.
        1.1.2 Ionad na Gaeilge Labhartha courses in spoken Irish already available will be extended and made available to the partners of staff.
        1.1.3 Special provision will be made by way of university courses and/or residence in Dún Chíomháín for the academic staff who are teaching Irish language courses and for their families.
        1.1.4 Under terms laid down by Bord na Gaeilge, Dún Chíomháin will be made available for short stays to all members of staff and their families who wish to improve their Irish. When selecting participants from staff for the courses in Dún Chíomháin first preference should be given in general to those who have followed Ionad na Gaeilge Labhartha courses.
        1.1.5 Provision will be made in respect of Ionad na Gaeilge Labhartha staff development in order to ensure the achievement of high professional standards in the work of An tIonad and in order to implement the university’s provisions for improvement.
        1.1.6 Henceforth courses in Irish will be offered to newly appointed staff, as part of their year’s training.
        1.1.7 Courses will be provided for learners who have a specific interest in domains of specialised language or in the acquisition through the medium of Irish of certain professional skills (e.g. office, organisational, computer skills).
        1.2 Students
        1.2.1 Ionad na Gaeilge Labhartha courses will be developed and diversified so as to cater for
        1. beginners, students with an average ability in Irish, and special students who, with suitable training, could become highly proficient in Spoken Irish,
        2. students who wish to acquire through the medium of Irish certain professional skills (office, computer, organisational, broadcasting, interpersonal skills etc.).
        1.2.2 The scheme of Gaeltacht scholarships will be strengthened and diversified. Scholarships of one or two week’s duration will be provided along with four-week scholarships for special students and postgraduates who are approaching high proficiency in Spoken Irish.
        1.2.3 Courses will be made available in Dún Chíomháin for particular groups of students (where possible from a single Department/Centre) who may be expected to come together naturally in the life of the University.
        1.2.4 A special Ionad na Gaeilge Labhartha course will be offered to students completing the Postgraduate Diploma in Education (PGDE) with a view to improving the standard of Spoken Irish in school teaching. This course will also prepare students for the Certificate in Irish for Post- Primary Teachers.
        1.2.5 Special provision will be made to provide courses in Dún Chíomháin for students of the Combined Departments of Irish and for students of An Léann Dúchais (the Irish Studies programme).
        1.2.6 Dún Chíomháin’s facilities will be offered, wherever possible, to any other University students who wish to improve their Irish. In general, however, it will be expected that such students should have spent some time previously in a Gaeltacht house.
        1.3 Groups of Adults outside the University
        1.3.1 The existing Ionad na Gaeilge Labhartha courses for adult learners will be maintained and, if possible, extended (e.g. language courses for specific purposes, courses for particular groups of workers).
        1.3.2 In-service courses will be offered to teachers of Irish, with the cooperation of the Department of Education an Science or any other government agency, such as Foras na Gaeilge.
        1.3.3 The special provision already being made in Dún Chíomháin for those adults who have taken Ionad na Gaeilge Labhartha courses, will be continued.
        1.3.4 Consideration will be given to allowing members of other academic institutions, or of cultural groups outside the University, to use Dún Chíomháin, provided that such use does not interfere with plans for its use by University groups.
        1.3.5 The Irish Language Schools’ Liaison Programme which functions under the aegis of Bord na Gaeilge, will continue.


        2.      ACADEMIC COURSES AND ACTIVITIES THROUGH IRISH
        2.1 Academic programmes which are offered solely through the medium of Irish will be supported e.g. An Léann Dúchais, Applied Irish, Computer Studies.
        2.2 An Bord will consult with the Department of Education in the University and with other relevant departments ar to whether it would be feasible to (a) develop a substantial course, (b) provide an academic course in teacher training in Irish.
        2.3 An Bord will consult with the Department of Education in the University as to which section of the PGDE (HDip) course might be given through Irish.
        2.4 Academic programmes through Irish will be supported as appropriate e.g. the BCL Degree in Law and Irish, along with new programmes which are still at the planning stage e.g. Certificate in Journalism.
        2.5 An Bord will consult with the Cork University Press as to what initiatives could be undertaken with regard to publishing in Irish
        2.6 An Bord will consult with the Language Centre and any other relevant centres in the College which may assist in the advancement of Spoken Irish.
        2.7 An Bord will continue its provision of special lectures and seminars to foster an awareness of cultural and linguistic issues relevant to the Irish language situation.
        2.8 That Irish be recognised and used as part of academic planning programmes in the university, in university academic journals/reviews etc.

        3.       IRISH MEDIUM UNIVERSITY EDUCATION IN THE GAELTACHT
        3.1 That language programmes, schemes and activities through the medium of Irish be offered at the appropriate levels in the Gaeltacht in the context of Institiúid na hOllscolaíochta Gaeilge (Institute for Irish Medium University Education).
        3.2 University centres will be established and developed in the Gaeltacht under the aegis of the Institute and the appropriate resources will be sought for this purpose.


        4.       TOWARDS A BILINGUAL ENVIRONMENT
        4.1 Social functions will be organised where Irish might normally be spoken, for staff and students (an invitation to at least one of these functions could be extended to University officers and governors). These functions, as a general rule, might be organised on the basis of departmental or other existing groups.
        4.2 In future, the Office of Buildings an Estates will consider that departments which carry out some or all of their business through the medium of Irish should be placed together, with a view to providing a natural bilingual milieu in the University and that An Seomra Caidrimh be available to those who speak Irish in the University.
        4.3 The Irish Language Residence Scheme Áras Uí Thuama (part of University Hall) will be further strengthened in consultation with Campus Accommodation UCC Ltd.
        4.4 The annual Gradam na Gaeilge scheme will be continued for those students who undertake worthwhile initiatives in the expansion of Spoken Irish in University life.
        4.5 The Students’ Union and An Chuallacht (the student Irish language society)will be consulted with regard to assisting them in particular initiatives (e.g. Seachtain na Gaeilge/Spraoi Cois Laoi).


        EXTERNAL
         
        5.       THE HIGHER EDUCATION AUTHORITY
        5.1 Bord na Gaeilge will submit an annual report to the Governing Body and thereafter to the Higher Education Authority indicating progress made on the main policy areas outlined above. It is recommended that an annual meeting take place between representatives of An Bord and the Authority.
        5.2 An Bord urgently presses The Higher Education Authority for the provision of an integrated HEA policy on Irish in Third Level Institutions.

        An Bord requests that the Authority enunciate a policy in relation to University Education through the medium of Irish in the university and the Gaeltacht.

        That it be indicated in particular in such a policy what financial assistance might be provided for teaching academic courses through Irish in Third Level Institutions. That an increased number of scholarships/grants be made available to students who would pursue these courses.

        An Bord requests the Authority to adopt a specific programme with a view to overall policy implementation.

        5.3 An Bord will cooperate on a continual basis with the HEA with a view to the implementation of the Authority’s objectives in regard to Irish. (cf. Development of the Irish Language, White Paper on Education 1995.)


        6.       NATIONAL UNIVERSITY OF IRELAND
        6.1 That the National University of Ireland admission requirement in respect of matriculation in Irish be continued and that the Irish Government be asked to provide suitable support in this regard.
        6.2 That Bord na Gaeilge cooperate on a continual basis with other Third Level Education Institutions and particularly with NUI Institutions in regard to the advancement of Irish.


        7.       LANGUAGE LEGISLATION IN IRELAND
         
        Note: The provisions in regard to the advancement of the language are provided in the Universities Act and in the Official Languages Act. These place a formal responsibility on the university to support Irish and to implement an institutional language scheme.
        7.1 Irish will be promoted on a legal basis in the University and in Ireland in accordance with article 8 of the Irish Constitution (1937), the Universities Act (1997), the Belfast Agreement (1998) and the Official Languages Act (2003).
        7.2 That public announcements be bilingual, in general; an exhaustive policy in this regard should be enunciated in accordance with the UCC Language Scheme and with the Official Languages Act. That the existing policies be continued that all University stationery be produced with bilingual headings. The Officers/Mangers concerned with the implementation of the language scheme, should be consulted on items including the following:
        1. the provision of facilities so that students may register through Irish,
        2. the bilingual provision of University administrative forms,
        3. an appropriate amount of notices and official documentation of the University to be in Irish,
        4. due emphasis to be placed on linguistic accuracy
        7.3 The provisions of the language scheme will be implemented, in consultation with the relevant officers in the University, with a view to laying the foundations for the natural use of Irish in certain University centres of business (e.g. the Library, the Registrar’s Office, the Switchboard, the Enquiries Office).
        7.4 Regular note will be taken of the national language planning context especially the aims of the Irish Government’s twenty year plan.


        8.       THE EUROPEAN UNION

        Note: Irish has enjoyed official status in the European Union since January 2007. This greatly underlines the importance of Irish as a professional working language and as an educational resource internationally.

        8.1 The “ab initio” courses will be supported as will the evening courses for non-nationals.
        8.2 Appropriate exchange schemes between Irish language teaching staff in UCC and certain other universities in the Union, will continue.
        8.3 The programme of work in the translation unit and the academic programme of Irish language translation will be developed in light of the official status accorded to the language in the daily workings of the European Union.


         

        Statute K

        Note:       The university’s Statute K establishes Bord na Gaeilge and gives it statutory responsibility to strengthen and promote Irish in the university. A copy of Statute K, Chapter I is included below.

        Statute K - Universities Act, 1997 - University College Cork – National University of Ireland, Cork

        CHAPTER 1
        Bord na Gaeilge

        1. There shall be established in the University, Bord na Gaeilge (“An Bord”).
        2. The duties of An Bord shall be :
          1. to make proposals to the Governing Body in relation to the provision of courses which include instruction through Irish leading to university degrees or other distinctions of the University, in subjects or disciplines in which such instruction is already provided through English.
          2. To make proposals to the Governing Body in relation to the establishment of courses of instruction through Irish in areas or disciplines in which courses are not provided through English.
          3. To make proposals to the Governing Body in relation to the provision of adequately trained staff who will be capable of conducting and teaching such courses through Irish.
          4. To make proposals to the Governing Body in relation to extending and improving the use of Irish in the University generally. Commentary : These terms of reference are unchanged from the original terms of reference set down for An Bord in Statute 95 in 1973
        3. An Bord shall report to the Governing Body and shall forward a written report to the Governing Body at least annually. The Governing Body shall consider the views of the Academic Council on all proposals made to it by An Bord.
        4. An Bord shall consist of :
          1. the President or his/her nominee;
          2. the Registrar or his/her nominee;
          3. all holders of Professorships in the Irish Language by whatever title known;
          4. Oifigeach na Gaeilge of the University’s Students’ Union;
          5. two members elected by the Governing Body;
          6. two members elected by the Academic Council;
          7. one representative elected by each of the Colleges of
            1. Arts, Celtic Studies and Social Sciences;
            2. Business and Law;
            3. Medicine and Health;
            4. Science, Engineering and Food Science;
          8. not more than two members who shall be co-opted by the members in categories (a) to (g).

          Those members in categories (a), (b), (c) and (d) shall be ex officio members of An Bord.

          Commentary : The membership of An Bord has been changed previously by Statute 140 and by Statute D. Previous changes were initiated to take cognisance of changes to the Chairs in Irish and their titles and in the most recent Statute [D] to significantly expand the number of co-opted members.

        5. The proceedings of An Bord shall be conducted through the medium of Irish. Reports to Governing Body and Academic Council shall be in both Irish and English.

          Commentary : It is the intention that the business of An Bord will be conducted through Irish, including discussion, minutes etc. Report to Governing Body and Academic council will be in both languages.

        6. An Bord shall establish such and so many sub-committees as it deems necessary for the proper fulfillment of its terms of reference as herein set forth.

          Commentary : This section is necessary to allow An Bord to set up sub-committees to progress particular projects or initiatives, for instance, Institiúid na hOllscolaíochta Gaeilge.

        7. The term of office of the elected members of An Bord shall be contemporaneous and co-terminus with the term of office of the Governing Body.

          Commentary : The term of office was previously specified in Statute as three years.

        8. Statute 95, Chapter i, of University College Cork, as already amended is hereby further amended as follows : (a) By the deletion of Sections 1 to 6.

          Commentary : The provisions of Statute 95, Chapter 1, sections 1-6 are reflected in this re-draft along with the changes necessary to update the membership, term of office etc.

          Sections 7 and 8 of Statute 95 remain operative as these removed the requirements placed on candidates for Professorships or Lectureships to furnish evidence of their capacity to carry out the duties of their office through the medium of the Irish language.

        9. Statute 140, Chapter ii, of University College Cork, is hereby amended as follows:
          (a) By the deletion of Sections 1 and 2 of Chapter 11.

          Commentary : Statute 140, Chapter 2, revised the membership and term of Office of An Bord.

        10. Statute D, Chapter II, of University College Cork – National University of Ireland, Cork, is hereby deleted

          Commentary : This was the most recent revision of the membership.
