The seminar will look at the use of force in Kosovo and Iraq and recent developments within the African Union concerning the role of the UN Security Council in times of armed conflict.

Dr Jean Allain is a senior lecturer in Public International Law at Queen's University Belfast. He has previously taught at the American University in Cairo and at the American Institute in San Jose, Costa Rica. He has served with the Justice and Foreign Affairs Departments of the Canadian Government and has worked as a Law Clerk at the International Criminal Tribunal for the Former Yugoslavia. He is the author of International Law in the Middle East: Closer to Power than Justice (forthcoming, Ashgate: 2004), and numerous articles on the use of force in international law.
