Institutions, above all, individual property rights, decide whether human creative energy goes into productive directions. For more than two centuries, they were based upon visions of the public good, and led to an unprecedented upsurge in scientific and engineering innovation; then they were allowed to be captured by interests that could benefit from them, which led to unproductive financial innovations instead. The only escape from this disaster is to get the laws right again, but this may no longer be possible in the Western world.
