<head>As approved provisionally <date value="1919-01-21">January 21st, 1919</date>.</head>
<div1 n="1" type="section">
<head>First Section:</head>
<p><term lang="ga">D&aacute;il &Eacute;ireann</term> shall possess full powers to legislate and shall be composed of Delegates (<term lang="ga">Teachta&iacute;</term>) chosen by the people of Ireland from the present constituencies of the country.</p>

<head>Second Section:</head>
<div2 n="1" type="subsection">
<p>Full executive powers shall be held at any time by the Ministry (<term lang="ga">Aireacht</term>) in office at the time.</p>
</div2>
<div2 n="2" type="subsection">
<p>The Ministry shall be composed of the following: A Prime Minister (<term lang="ga">Pr&iacute;omh-Aireach</term>) chosen by <term lang="ga">D&aacute;il &Eacute;ireann</term>, and four other Ministers, viz.:

<item>Minister of Finance (<term lang="ga">Aireach Airgid</term>),</item>
<item>Minister of Home Affairs (<term lang="ga">A. Gn&oacute;tha&iacute; Duthchais</term>),</item>
<item>Minister of Foreign Affairs (<term lang="ga">A. Gn&oacute;tha&iacute; Coigcr&iacute;och</term>), and</item>
<item>Minister of Defence (<term lang="ga">A. Cosanta</term>).</item>
</list>

The Prime Minister shall nominate the four others, and shall have power to dismiss them from office.</p>

<div2 n="3" type="subsection">
<p>Every Minister must be a member of the <term lang="ga">D&aacute;il</term>, and shall at all times be answerable to the <term lang="ga">D&aacute;il</term>.</p>
</div2>
<div2 n="4" type="subsection">
<p>The names of Ministers must be put before the <term lang="ga">D&aacute;il</term> for ratification at the first assembly after their nomination by the Prime Minister.</p>
</div2>
<div2 n="5" type="subsection">
<head><hi rend="italic">Prime Minister</hi></head>
<p>The Prime Minister shall hold office as soon as elected and the other Ministers as soon as their appointment is ratified by the <term lang="ga">D&aacute;il</term>.</p>
</div2>
<div2 n="6" type="subsection">
<p>The <term lang="ga">D&aacute;il</term> shall have power by vote to dismiss the Ministry or any of the Ministers from office if a written order in the form of a unanimous resolution be presented for that object seven days previously.</p>

<div1 n="3" type="section">
<head>Section Three:</head>
<p>Every meeting of the <term lang="ga">D&aacute;il</term> shall be presided over by a Chairman (<term lang="ga">Ceann C&oacute;mhairle</term>) or Vice-Chairman (<term lang="ga">Ceann Ionaid</term>) chosen by the <term lang="ga">D&aacute;il</term> for the year. Should the Chairman and Vice-Chairman be absent, the <term lang="ga">D&aacute;il</term> shall select substitutes or elect a Provisional Chairman (<term lang="ga">Ceann C&oacute;mhairle Sealadach</term>).</p>

<div1 n="4" type="section">
<head>Section Four:</head>
<p>The Ministry shall receive whatever money it needs, by vote of the <pb n="924"/>
 
<term lang="ga">D&aacute;il</term>. The Ministry shall be answerable to the <term lang="ga">D&aacute;il</term> for such moneys, and the accounts shall be audited with regard to the spending of money for the <term lang="ga">D&aacute;il</term> twice yearly, viz. at <frn lang="ga">Samhain</frn> and <frn lang="ga">Bealtaine</frn> (November and May). The auditing shall be carried out by an auditor or auditors chosen by the <term lang="ga">D&aacute;il</term>. No member of the <term lang="ga">D&aacute;il</term> shall be chosen as auditor.</p>

<head>Section Five:</head>
<p>The present is a provisional constitution, and may be altered on a written unanimous order being given to that effect seven days previously.</p>
